Talking to everyone from ISAF staff officers in Kabul, ISAF leaders out in the field, to the international and Afghan civilian operators working to ensure good governance and a better way of life takes seed in Afghanistan, there is a clearly discernible sense that they are energised. It will not take another nine years, however, to work out whether they are succeeding because they simply no longer have that much time available - even though every ISAF officer Jane's interviewed readily admitted that many years would really be required to stand the country on its own two feet.
