Poland's Presidential National Security Office (Biuro Bezpieczenstwa Narodowego - BBN) ignited a high-level debate in Warsaw in late June by recommending a change in the character of NATO's campaign in Afghanistan, which it warned was nearing "a strategic catastrophe". In a 24 June statement the BBN said that it appeared that even the Afghan government had lost faith in the International Security Assistance Force (ISAF) and that NATO-funded Afghan security forces, particularly the police, were often joining the insurgents.
