Canada is undertaking the first major overhaul of its industrial offsets policy since 1986 as it prepares to spend CAD50 billion (USD49 billion) on new military equipment during the next 20 years.rnHowever, persistent procurement problems could hamper moves to modernise the country's armed forces.rnIn an effort to increase international competitiveness in winning favourable offset benefits, Industry Canada developed a seven-stage overhaul of the Industrial and Regional Benefits (IRB) offset policy.rnIndustry Canada told Jane's that the offset banking policy was industry's "most requested" change, while a new re-scheduling of offset identification following the main contract agreement was designed to reflect industry's desire for "a more strategic and long-term approach to IRB policy". The ability to 'bank' offset credits to take account of offset work carried out beyond the scope of a current contract was moulded by contractors' frustrations with the previous system.
