China's foreign ministry has announced the deployment of People's Liberation Army Navy (PLAN) vessels to the waters off Somalia to escort ships through the Gulf of Aden and the Indian Ocean in what will be the PLAN'S first active mission outside Pacific waters. Spokesman Liu Jianchao confirmed the deployment on 18 December, shortly after the seizure of a Chinese cargo vessel by Somali pirates.
