Russia's Chief of General Staff, Army General Nikolay Makarov, has elaborated on Russia's ambitious military reform plans. Addressing foreign defence attaches at the Military Academy of the General Staff in Moscow on 10 December, he identified five key objectives for the reforms: raising the professional prestige of officers within Russia; transforming all units and formations throughout the armed forces to permanent readiness status; reforming the system of military education; limiting the military's peacetime size to one million personnel; and re-examining the military's legal basis, including combat regulations.
