Somalia's Volatility Must Be Tackled At Its Roots

While international resources are being devoted to eliminating piracy off the shores of Somalia, the political will to tackle the root of the problem appears lacking. Lauren Gelfand reports With increasing audacity Somalia-based pirates have vaulted themselves over the prows of merchant vessels and into the headlines with a string of hijackings and attacks that threaten the commercial viability of one of the world's most important shipping lanes. While there is a concerted co-operative and increasingly expensive effort to battle the pirates, efforts to address the roots of the piracy problem - a lack of central governance and rampant militia activity - have stagnated, leaving Somalia as the world's most volatile country. In the remaining days of his administration, US President George W Bush appears to be working to polish his foreign policy legacy with renewed attention on Somalia, ignoring the very real argument that it was precisely international intervention in the long-running conflict that precipitated the current crisis in the Horn of Africa nation.
