US Secretary of Defense Robert Gates has unveiled a dramatic shift in priorities under the Pentagon's USD533.7 billion top-line budget request for Fiscal Year 2010 (FY10).rnCalling for major cuts to long-entrenched procurement programmes, Gates fired the opening salvo in what is likely to be an acrimonious debate among lawmakers, industry and Pentagon insiders over the final budget numbers.rnThe secretary justified the cuts by saying a major shift in force modernisation strategies was necessary to get the Pentagon's spending priorities to match up with current and emerging threats.rnGates said he anticipated flak from those who claim he is too focused on the counter-insurgencies in Iraq and Afghanistan and not enough on future threats. He defended his position, however, noting that only 10 per cent of the budget was allocated for counter-insurgency assets, while another 50 per cent would still be targeted at conventional warfare and 40 per cent would be "dual use".
