The European Union Military Staff (EUMS) will continue developing its efforts on the political-strategic level and work to avoid any duplication of roles with NATO, the head of the fledgling command structure has told Jane's.rnLieutenant General David Leakey said the EUMS is developing a role on the conceptual plane and that it aims to work with, not replace, Europe's existing mili-tary architeeture.
