The US military is undergoing a major shift in strategic thinking that has raised serious questions about the future direction of the US Air Force (USAF). Secretary of Defense Robert Gates initiated the shift in his 2008 National Defense Strategy when he called on the Department of Defense to increase its focus on irregular warfare. In a 2009 Foreign Affairs article, he explained that irregular campaigns - which may involve stability operations in failed states or counter-insurgency (COIN) activities - are likely to become a recurring theme in 21st-century conflict.
