The top US military official says the White House will have to ask Congress for supplemental funding in Fiscal Year 2010 (FY10) if the Obama administration decides to increase troops in Afghanistan. Admiral Michael Mullen, chairman of the Joint Chiefs of Staff, said supplemental funding would likely be necessary despite the Obama administration's pledge to end the process of approving supplemental war spending, which began during the Bush administration.
