National defence planners from across Europe are expected to review and approve on 8 July a blueprint by the European Defence Agency (EDA) for developing military capabilities to support expeditionary EU missions. A critical test for the EDA's new "capabilities development plan" [CDP], however, is not the document's political approval but its absorption into the national planning processes of the agency's 26 member nations. All EU countries except Denmark belong to the agency. "The key issue is what the national capitals do with the CDP," Alexander Weiss, EDA chief executive, said on 18 June at Eurosatory. "We don't want it to be just another piece of paper. The CDP is the starting point for real cross-border European co-operation - hopefully under the EDA's umbrella - regarding planning activities that cover everything from initial concept to equipment development. It will create a collective sense of owner-shin if they use it."
