The Taliban now "has the upper hand" in the fight against Pakistani, Afghan and NATO forces, according to Asif Ali Zardari, co-chairman of the ruling Pakistan People's Party (PPP) and a leading candidate to become the country's next president. Zardari said on 24 August that "the world is losing the war" against militancy in the region as he announced that the government was banning the Tehrik-e-Tali-ban Pakistan (TTP): the militant umbrella group modelled on the Afghan Taliban. The decision to outlaw the group followed an attack by TTP suicide bombers on the Pakistan Ordnance Factory outside Islamabad on 21 August. Seventy people died in the bombings. It also appeared to draw a line under the government's previous strategy of negotiating with the group.
