France may delay the issue of its new six-year defence allocation plan until later this year because of the difficulty of putting a figure to equipment requirements in a darkening economic climate. Defence Minister Herve Morin said on 8 September that it "wasn't impossible" the allocation plan would be kept on ice for some months even though the French military budget for 2009 - the first year of the 2009-14 programme - will be issued on schedule by the end of September. Military sources said some of the difficulty in drafting the allocation programme stemmed from meeting the government's wish to channel funds in new directions like space and intelligence to the detriment of spending on traditional hardware such as warships and aircraft. "But another real concern is whether - and for how long - the money is going to be there for defence in view of doubts over the economy," a defence ministry aide said.
