US officials are looking to revive stalled negotiations with the Iraqi government over a long-term security deal. At a hearing on 23 September, US Defence Secretary Robert Gates told Senators that "some disagreement" remained between Washington and Baghdad over a Status of Forces Agreement (SOFA) that will provide the legal basis for a US military presence in Iraq after the current UN mandate expires on 31 December. "It's been a tough negotiation," he said. "We are now dealing with a sovereign government that feels very strongly about its sovereignty." A US negotiating team, Gates added, would "return imminently" to Baghdad to continue the bilateral discussions. Ambassador David Satterfield, US State Department co-ordinator for Iraq, is supposed to lead the talks for the US side. Following a meeting with Gates on 15 September, Iraqi Prime Minister Nouri al-Maliki warned of "serious and dangerous obstacles" to the deal, which was originally proposed in late 2007.
