Asif Ali Zardari, the President of Pakistan, has denied reports that he will be forced to slash defence spending by up to 30 per cent as one of the conditions for securing a loan from the International Monetary Fund (IMF). Pakistan opened discussions with the IMF on 22 October with a view to securing a three-year loan of around USD9.6 billion. The country needs an immediate cash injection of around USD4 billion to avoid defaulting on its current account payments after inflation of around 25 per cent and soaring fuel and food prices crippled its economy. Pakistani media quoted a leaked government document as saying that the IMF would prescribe a 30 per cent cut in defence spending between 2009 and 2020 in exchange for emergency funding. However, Zardari said that this kind of measure was "not on the IMF's agenda", as military commentators voiced their alarm about what cuts on this scale would mean for the Pakistan Army. According to Jane's Defence Forecasts, Pakistan allocated USD4.6 billion for defence in 2008: just under 3 per cent of GDP. This was further supplemented by around USD 1.3 billion in military aid from the United States.
