A ceasefire declared by renegade Tutsi General Laurent Nkunda in eastern Democratic Republic of Congo (DRC) was holding on 31 October amid intensive diplomatic efforts to prevent a wholesale return to conflict. After announcing the ceasefire on 29 October, Nkunda's forces remained on the outskirts of the strategic city of Goma following days of heavy fighting with army troops that have sent tens of thousands of civilians seeking refuge in the already war-torn region bordering Rwanda. US Assistant Secretary of State for African Affairs Jendayi Frazer was among international diplomats in Congo helping to push the peace process forward. The UK's foreign secretary, David Miliband, and French Foreign Minister Bernard Kouchner were also en route to DRC, their offices said on 31 October, planning to make a stop in Rwanda as well. Meanwhile, international aid agencies announced that they would withdraw international staff out of security concerns despite the pressing humanitarian needs, which Human Rights Watch warned could be "catastrophic".
