As the NATO nations' foreign ministers gathered in Brussels on 2-3 December, they were endeavouring to solve a dilemma of their own making: their pledge in April to countenance a membership action plan (MAP) for Georgia and Ukraine. Complicating the situation is Russia's opposition to any talk of an MAP for the two countries and a four-month-old stalemate in NATO-Russia relations due to the war with Georgia in August. The foreign policy chiefs face a double-barrelled challenge: how to accord some kind of acknowledgement to the requests of Kiev and Tbilisi for an MAP without permanently wrecking the alliance's political dialogue with Moscow.
