The 27 EU nations are faced with a looming dilemma as they seek to reconcile the union's externally oriented European Security and Defence Policy (ESDP) with its inward-focused homeland security agenda.rnThe two rest on separate legal foundations and involve sharply divergent ranges of security and institutional players. However, the global threats facing the EU now demand a unified and all-encompassing approach to security, argue European government and industry officials.
