Naval strategy has changed beyond recognition since the end of the Cold War in response to new factors that shape the way navies think and act, according to French Naval Chief of Staff Admiral Alain Oudot de Dainville. "Western powers no longer rule the seas in view of the emergence of smaller military powers intent on sharing international waters," he said, "but even deeper changes have come with the terrorist threat, globalisation of the economy and increase in energy costs."
