As work to re-shape the UK's submarine industrial base continues under the auspices of the Ministry of Defence's (MoD's) Submarine Acquisition Modernisation (SAM) initiative, there are new calls for the MoD to develop policy on sustaining the 'intellectual capital' required to design a new generation of submarines. Intended to achieve significant cost savings and ensure long-term industrial sustainability, SAM is seen as the catalyst to the restructuring and rationalisation of the UK's nuclear submarine industrial base. The initiative has been driven by the continuing reduction in the size of the Royal Navy's nuclear submarine flotilla requirements to ensure a sustainable deterrent force and a fleet of capable and available attack boats, and the need to reduce whole life costs by about 20 per cent. Long-term sustainability of the industrial base is seen as crucial because the UK does not wish to rule out a new submarine-based strategic deterrent beyond the current Vanguard class.
