International negotiators are trying to broker what may be the last chance to convince Iran to give up the most controversial aspects of its nuclear programme, diplomatic sources familiar with the project say. The deal, being put together by officials from Russia, the so-called EU-3 (France, Germany and the UK) and the International Atomic Energy Agency (IAEA), could well be the last major push to reach an accord with Tehran over its nuclear programme before the issue is referred to the UN Security Council, The US has been working for such a referral and has made steady progress in convincing other coun- tries, including Russia, that Iran's nuclear programme is not solely intended for peaceful purposes as Tehran purports.
