The newly emerged threat of catastrophic terrorism has not so much disrupted development of the Singapore Armed Forces (SAF) as introduced a new layer to the country's broader security-related strategy. "Force modernisation produced the second-generation SAF," says Permanent Secretary for Defence Peter Ho of a process launched in the 1980s and still under way. "The force transformation effort will eventually produce the third-generation SAF." The 9/11 terrorist attacks against the US occurred as Singapore was easing into the transition between these two phases of force development and its response was more comprehensive than any other Southeast Asian nation. This was influenced by the country's propensity for tight internal controls and guided by its strength in strategic planning, but action was spurred by a direct menace.
