Efforts to repair the badly damaged nuclear non-proliferation regime and keep the nuclear weapon genie in the bottle are being undermined by the spread of nuclear technology and its dual-use nature. While international attention is being focused on making the non-proliferation regime effective, an overall framework is conspicuously absent. The root of the problem is that the bargain on which the nuclear Non-Proliferation Treaty (NPT) is based has been eroded and questioned by many of its members. That bargain entails most states giving up the right to possess nuclear weapons and agreeing to verification by the International Atomic Energy Agency (IAEA) in return for access to nuclear technology for peaceful uses. The bargain was struck decades ago, but it has become increasingly difficult to limit access to the technology as it has spread to non-state actors.
