Russia and the US would be better served by undertaking a series of smaller co-operative missile defence projects to lay the foundation for more ambitious joint projects later, says former US missile defence chief US Air Force Lt Gen Ronald Kadish. This, he told JDW, is one of the enduring lessons of the Russian-American Observation Satellite (RAMOS) initiative, which the agency wants to terminate at the end of the current Fiscal Year after years of bureaucratic bottlenecks and stalled progress.
