Command, control and communica-tions mean different things at different levels in the chain of com-mand. It can mean the general's daily briefing, resulting in a written or graphical operations order transmitted by satellite communications and displayed instantly on computer screens across different continents. Or, at its most basic, it can be a sweaty, tiring business of shouting and hand-signals, obscured by smoke or buildings, interrupted by the noise of battle and open to misinterpretation through fear and exhaustion. Maintaining control as a section or team commander has always been difficult and there has always been the worry that the person who is shouting and making hand-signals is the first target for the sniper. However, the advent of radio communications for the individual soldier is changing this, while increasingly capable handheld sets bring a greater range of facilities to the small-unit commander.
