Sources in Phnoin Penh say that much-needed military reforms appear likely to remain stalled in the aftermath of Cambodia's recent national election, which saw the ruling Cambodian People's Party (CPP) win an expanded mandate. The Royal Cambodian Armed Forces (RCAF) outlined an ambitious reform and restructuring plan in its first defence White Paper, released three years ago (Jane's Defence Weekly 26 July 2000). Written with Australian assistance and unusual in the region for its candour, the White Paper was far-reaching in its vision for the RCAF's future development. However, a follow-up study issued in late 2002 reported no progress in its implementation (JDW22 January 2003). Several reasons were cited for the delay -including a lack of understanding within the armed forces of the policy changes involved and no genuine support from non-military institutions; overly complicated and redundant command structures; and disruptive political influences.
