Libyan leader Muammar Ghadaffi is at it again, leaving Washington policy-makers in a difficult position and wondering how to proceed. This time, however, Ghadaffi ― once dubbed 'The Mad Dog of the Middle East' by Ronald Reagan ― has not committed the kind of act that caused Libya to become an international outlaw, but precisely the opposite.
