Iraq's US-installed Governing Council announced its decision on 9 December to expel before the end of the year about 4,000 anti-Iranian militants proscribed by both the EU and the US as terrorists. However, the decision was made without US approval and its implementation remains uncertain. "[Their presence in Iraq] is a serious issue that needs to he dealt with," Coalition Provisional Authority (CPA) spokesman Charles Heatly told June's Defence Weekly from Baghdad. "We'll consult with the Governing Council." The militants are members of the People's Mujahideen Organisation of Iran (PMOI), also known as the Mujahideen-e Khalq Organisation or National Liberation Army of Iran. Formed in the 1960s and operating from Iraq under the patronage of Saddam Hussein since the mid-1980s, the PMOI was briefly targeted by airstrikes from US-led forces during the latter's spring military campaign (JDW 30 April).
