Abdul Razak Abdullah Baginda, who heads the Malaysian Strategic Research Centre, says Kuala Lumpur must consider dual-track development of the armed forces during its forthcoming review of the 8th Malaysia Plan. "The Royal Malaysian Armed Forces (RMAF) has been pursuing a two-tracked approach, with one focused on broad modernisation issues and the other on low-intensity conflict. The mid-cycle review should seek to define a balance between these two areas," he argues. Development of the RMAF is governed by a series of national five-year plans. The 6th Malaysia Plan of 1991 -95 launched a force mod-ernisation programme conceived in 1986 and aimed largely to introduce a new range of conventional warfare capabilities. This process was interrupted by the 1997 economic crisis and rekindled with the 8th Malaysia Plan of 2001-05. Locally based analysts say the latter is due for re-evaluation around April or May.
