Visitors arriving at a military facility in Washington, DC, must provide personal identification and explain their need to visit to an armed guard; drive between concrete barriers laid out in a zig-zag pattern; and open all their car doors, boot and engine compartment for inspection as a mirror is passed under their car to reveal any explosives. Yet only hundreds of metres away, pleasure boats and larger craft pass upwind of the facility evoking scant notice. Further away, a large sewage treatment plant stands that, until 11 September 2001, had hundreds of tons of deadly chlorine stored that were imperfectly protected against a terrorist attack. This could have destroyed the base, as well as the surrounding area. As protection is increased against the most likely conventional threats such as bombs, incentives are inadvertently created for potential enemies to attack in non-traditional ways, such as with chemical or biological agents.
