The centre-right coalition Austrian government, in power since February 2000, has made moves to replace and upgrade the army's ageing equipment, to restructure the top echelon of Austria's Ministry of Defence (MoD) and armed forces, and, finally, to steer the country's security doctrine away from its traditional 'Cold War' neutrality towards a more co-operative approach within Europe. The government is on its way to realising the first two goals. The third goal, however, has led to a political deadlock. Late last year Austria's centre-right cabinet failed to reach a consensus with other political parties on a new security and defence doctrine that would reflect much-needed changes since the end of the Cold War. Defence Minister Herbert Scheibner outlined the government's approach: "Since the EU entry, we can no longer hold on to the guidelines of strict neutrality. We suggest calling Austria a non-aligned state and to keep entry into NATO as an option. The government agrees that it missed an opportunity to join the alliance in 1999." Scheibner recommended full co-operation with NATO, which he said is the only working security instrument in Europe, now and in the foreseeable future.
