Gen Endriartono Sutarto, Indonesia's new armed forces commander-in-chief, has criticised "excessive mark-up" in arms purchases and vowed to stop questionable practices that saw Indonesia buy equipment at "inflated prices". Without citing specific cases, he said he would launch investigations into recent arms deals and punish those responsible for improper practices. Indonesia's military inventory is a mixture of equipment from various suppliers. Until recently it received most of its equipment from the USA; many of its largest purchases were carried out in country-to-country transactions in which commissions are minimal. Such sales are unpopular with private vendors, middlemen and officers seeking commissions for facilitating or approving sales.
