Actions taken by the US administration and US Congress in early August have clarified Washington's plan to involve Indonesian security forces in its stepped-up 'war on terrorism'. Discussions between US Secretary of State Colin Powell and Indonesian leaders in Jakarta on 2 August, and legislation passed by the US Senate Appropriations Committee the same week, revealed that the USA is planning to provide about $50 million to Indonesia's police and armed forces over the next three years. Almost all the funds will go to the national police to upgrade Indonesia's capability to combat terrorism through improved intelligence, education and training of personnel, and better equipment and facilities. The largest single amount, some $12 million in already-approved Fiscal Year 2002 (FY02) funds, is earmarked to form a police counter-terrorism unit. Another $4 million in FY02 funds is for police training. The funds were contained in a special counter-terrorism bill passed by the US Congress in late July. Another $31 million for a variety of police training and modernisation projects will be provided in FY03 and FY04.
