Did everything change after 11 September or has the political world remained as it always was? The real answer lies somewhere in between. The attacks by militant Muslims and the subsequent counter-terrorist cam- Middle East without question have changed the world in which we live. The continuing threat against civilians in both the developed and developing worlds is real, not imagined, and made more urgent by the sp'ectre of radiological, chemical and biological weapons and a will to use them. However, the pre-existing geopolitical realities, including many of the old fault lines between East and West, North and South, still remain. Above all, the events over the past 12 months have shown us that perspective and perception are everything. Washington believes its policies require only a "good sell" for the rest of the world to acquiesce. But other countries, particularly those in the Middle East, strongly question the motives underlying them. The tragedy of 9/11 has created a magnifying lens that not only shows Western nations that thev share com- mon values and interests, but that they also have fundamental and deep-seated differences in worldview. It has also polarised global opinion. Those who were inclined to distrust the USA have hardened their attitudes while others have discovered - or rediscovered -solidarity of national purpose.
