More than two years after the cessation of hostilities over the Yugoslav enclave of Kosovo, heightened tensions in neighbouring Macedonia have brought the steps taken by NATO's European members to improve their air force capabilities into the spotlight. In addition to addressing individual and collective shortcomings, as was evidenced during the US-dominated action, Europe's development of a more coherent and capable fighting force is a key goal of the EU's planned formation of a multinational Rapid Reaction Force by late 2003. Comprising around 60,000 personnel, this structure is expected to respond to future crises, without relying on the USA assuming a leading role.
