The US Army plans to field the first elements of its future 'Objective Force' by the end of this decade and has terminated 17 programmes starting in Fiscal Year 2003 (FY03) to pay for rapidly developing the new force. "We are going to fund people, wernare going to fund readiness, we are going to fund transformation and we are going to treat as a lower priority the recapitalisation and modernisation of existing forces," explained Army Secretary Thomas White on 8 November. The cuts, army officials say, will yield over $4 billion in savings from FY03-07, although they still need to be approved by the Office of the Secretary of Defense.
