Arguably the most important defence-related development of 2001 for South Africa was President Thabo Mbeki's address to the World Economic Forum at Davos, Switzerland, in January. Outlining what was then still his MillenniumrnAfrica Plan (now the New Economic Plan for Africa's Development), he emphasised the importance of economic development. He also set out the core preconditions. The first is "creating peace, security and stability and democratic governance, without which it would be impossible to engage in meaningful economic activity". Peace, security and stability will not, however, come about by itself and South Africa, as a regional power in Africa, will have to pull its weight. This will have a major effect on the strength, force design and funding requirements of the South African National Defence Force (SANDF).
