The job of all defence procurement departments is crystal clear: provide equipment to in-service date and to cost, the latter particularly in the face of smaller defence budgets. However, achieving that result is the challenge. It is the Holy Grail for procurement departments and a litmus test for governments worldwide but one that often results in failure.
