On the basis of five years peacekeeping experience in the Balkans, I have become convinced that the most important action to consolidate post-conflict peace is the arrest and trial of notorious war criminals. Failure to take robust action to these ends slows down and jeopardises the ultimate success of peacekeeping operations.
