Despite limited funding, the Chinese People's Liberation Army (PLA) has a large number of combat-ready formations with modern views on tactics, operational art and strategy. In 1993, the Chinese People's Liberation Army (PLA) adopted a new strategy based on preparing for "local war under high-technology conditions". The PLA traditionally advocated a military doctrine based on "people's war", later to become "people's war under modern conditions". It was a defensive posture largely dependent on massive ground strength combined with evasive tactics based on the perceived threat of a full-scale Soviet invasion along China's northern border.
