The past decade has seen the catastrophic decline of all the Russian armed services but the ground forces have suffered most of all. A force that numbered nearly two million men and fielded more than 200 formations has been reduced to an effective strength of little more than 300,000 men in 24 active formations. The Internal Troops of the Ministry of Internal Affairs are almost as strong in numbers.
