The Turkish government has introduced new offset guidelines in an attempt to increase defence industry exports and address the deficit in the country's balance of payments caused by imports. Turkey still buys 80% of its main defence systems abroad. Approved in May by the Ministry of National Defence, the guidelines replace 1991 regulations. The Defence Industries Undersecretariat (SSM) has been given until mid-September to arrange how the guidelines will work, particularly with regard to existing offset contracts.
