During 1979-92 the German Air Force (Luftwaffe) procured 357 Panavia Tornado aircraft, 35 of which were electronic combat and reconnaissance (ECR) variants. The fleet was declared fully operational in April 1993 and, accordingto the air force, 21 ECR aircraft dedicated to the suppression of enemy air defences (SEAD) mission remain in service. These aircraft are flown by the Luftwaffe's Taktisches Luftwaffengeschwader 51 'Immelmann' (51st 'Immelmann' Tactical Air Force Wing) headquartered at Schleswig Air Base in northern Germany. According to Johannes Falke, Panavia's senior manager for upgrade programmes, "Since the first draft of an operational requirement document in October 1983 the mission of the Tornado ECR remains unchanged," with the aircraft tasked to perform "SEAD, tactical air reconnaissance, and reconnaissance/attack".
