South Korea's new offset policy document, which was published by the Defense Acquisition Program Administration (DAPA) in late 2018, focuses on facilitating "defence industry growth, exports, and job creation". Major updates to the new policy include extensive changes in the offset banking system and an increase in assigned multipliers in support of foreign engagement with small and medium-sized enterprises (SMEs). A DAPA official told Jane's on 29 January that the new policy will be augmented by a new system - to be introduced in the second half of 2019 - that will look to support greater levels of industrial co-operation between foreign and local industry.
