Located at Kalkar in northern Germany, the Joint Air Power Competence Centre (JAPCC) is the oldest of NATO's 25 Centres of Excellence (CoEs) that are based on memorandums of understanding (MOUs) signed between the member countries (16 countries in the case of the JAPCC). Although many other CoEs are narrowly focused, the JAPCC provides NATO with 'big-picture' thought and analysis across the broad spectrum of the air and space domains.
