Vietnam has issued new rules governing defence procurement. 'Directive 102/CT-BQP' was issued by the Ministry of National Defence (MND) in late 2019 and is intended to "reorganise and improve" processes related to the acquisition of military equipment for the Vietnam People's Armed Forces (VPAF).
