In the two decades before its recent focus on near-peer adversaries, the US military was largely occupied by low-intensity operations in Afghanistan and Iraq. As Colonel Rory Crooks, director of concepts at the US Army Futures and Concepts Center (FCC), told Jane's, the upshot of this is that a generation of army personnel has been heavily committed to those countries, neglecting other areas. During this period, adversaries such as Russia and China "have seen opportunities to expand their influence and to erode the international rules-based order that emerged after WW2" to meet their own ends, he added, warning that the US has "not pushed back sufficiently in that competition". The question now facing the FCC and the US Army is how the service modernises to meet the changing strategic landscape, Col Crooks said. His concern is that the United States and its allies are not postured to deter such great power competition and in particular are badly positioned to counter 'fait accompli' attacks against allies and partners.
