The US State Department has accused China of using its military-civil fusion (MCF, also referred to as civil-military integration or CMI) strategy to "explicitly" divert foreign dual-use technologies to military end-uses and thus help transform the People's Liberation Army (PLA) into the world's most technologically advanced military over the coming decades. Speaking to reporters in Washington, a senior State Department official said that through its MCF strategy China is "acquiring and diverting foreign technologies", specifically emerging and advanced technologies and particularly those related to artificial intelligence (AI), to incorporate them into the PLA's next-generation military capabilities.
