Russia's annexation of Crimea in 2014 and its sustained campaign to isolate the Donbass region and undermine the Ukrainian government has alarmed states across the Black Sea coast. Having upended the regional status quo, Russian activity presents significant new military challenges along NATO's eastern flank, affecting members such as the Baltic states, Bulgaria, Poland, and Romania, as well as partners Georgia and Ukraine. Turkey, the other NATO member in the region, faces increasingly fraught relations with both the alliance and Russia, complicated by fallout from an expanded Syrian civil war that triggered high-risk military operations on Turkey's southern border, including direct confrontation with Russian forces. Tensions with Russia have been further compounded by the complicated, multifaceted civil war in Libya. As this year continues to unfold amid the global Covid-19 pandemic, Crimea's militarisation extends Russia's military reach deeper into the Black Sea. The expansion poses a growing threat to littoral states in the region, even as the pandemic threatens to set back the economic and political progress made since the 2008 recession and stall armed forces modernisation.
