Two years ago the United Kingdom's then defence secretary, Gavin Williamson, entered the BAE Systems pavilion at the Farnborough International Airshow to unveil a full-size model of the company's proposed Tempest combat aircraft. The minister announced the gov-ernment's commitment to buy the next-generation aircraft from BAE Systems and its industry partners. Other international partners would also be invited to join the UK-led programme, he said. For frequent visitors to the air show the news was remarkable. Not only was William-son committing to replacing the existing Royal Air Force (RAF) Eurofighter Typhoon fighters with a new manned aircraft; he was also signalling the UK's first effort to indigenously build a fast combat aircraft since the Hawker Siddeley Harrier jump jet from the 1960s. The Tempest would reverse nearly 60 years of UK military aircraft procurement orthodoxy that said that the country lacked the financial and technical resources - and, indeed, the political will - to build such an aircraft.
